Search and Rescue in the Mediterranean Sea: A Call for an International Search and Rescue Agency

Abstract
The European Union’s maritime search and rescue operations are housed in Frontex, the EU’s border-surveillance agency. But this is an awkward framework for meeting the Union’s international legal and humanitarian obligations, including determinations of which member states must accept disembarkation of rescued refugees. Nor can the Union rely on commercial ships and individual Member States to direct effective search and rescue operations. There must be an international operation focused solely on search and rescue in the Mediterranean Sea.
